MOGADISCIO (Reuters) - Des combattants islamistes ont tiré mardi au mortier en direction du palais présidentiel somalien à Mogadiscio pour la deuxième nuit consécutive, sans faire de victimes, rapporte la force de maintien de la paix de l'Union africaine (Amisom).
"Les rebelles ont visé le palais mais les obus sont tombés juste à l'extérieur. Il n'y a pas de victime", a déclaré Paddy Ankunda, porte-parole de la force africaine.
Les troupes de l'Amisom ont répliqué aux tirs contre la Villa Somalia, qui abrite également des ministères.
Les insurgés islamistes d'Al Chabaab, affiliés à Al Qaïda, ont revendiqué l'attaque de la veille, qui a fait cinq morts dans un camp de réfugiés situé à proximité de la présidence, en promettant de cibler le palais sans relâche.
Le complexe présidentiel est normalement considéré comme hors de portée des mortiers installés à l'extérieur de la capitale par les islamistes, qui ont perdu le contrôle de la ville l'an dernier.

L'attaque visait la Villa Somalia, siège fortifié de la présidence, mais les assaillants ont raté leur cible et les obus ont frappé un camp de personnes déplacées distant de 500 mètres environ, a précisé un porte-parole de l'Amisom.
Selon un habitant de la capitale somalienne, cinq membres d'une même famille ont notamment péri dans cette attaque manquée. L'attaque a été revendiquée par les miliciens islamistes d'Al Shebab, liés à Al-Qaida, qui s'étaient déjà attribué la semaine passée un attentat suicide meurtrier commis dans l'enceinte du complexe présidentiel. «Voyez à quel point nous sommes sérieux», a dit cheikh Abdiasis Abu Musab, porte-parole de la milice pour ses opérations militaires. «Nous allons continuer d'attaquer le palais par des attentats suicides et des bombardements», a-t-il ajouté.

La nouvelle force de paix de l''Union africaine en Somalie sera placée sous commandement de l'Ouganda, a déclaré samedi à Nairobi un responsable militaire kényan.
Le porte-parole de l'armée kényane, le colonel Cyrus Oguna a indiqué lors d'une conférence de presse à Nairobi que les pays contributeurs de troupes à la mission de l'UA en Somalie (AMISOM) ont convenu de placer la force africaine sous le commandement de l'Ouganda."Suite à des discussions sur le commandement de l'AMISOM dont les effectifs ont été renforcés avec la participation de troupes kényanes, il a été décidé que la mission africaine soit dirigée par un Ougandais, qui sera soutenu par un Kényan et un Burundais", a dit le colonel Oguna.
Les troupes kényanes, qui sont entrées sur le territoire somalien en octobre dernier pour combattre les islamistes shebab, suite à une série d'enlèvement d'étrangers à la frontière entre les deux pays, ont rejoint dernièrement l'AMISOM. Celle-ci, établie en 2007, était composée autrefois notamment de troupes ougandaises et burundaises.

Première représentation en 20 ans au théâtre national de Mogadiscio
Le théâtre national somalien, à l'abandon en raison du chaos et de la guerre dans laquelle a sombré la Somalie, privée d'Etat central depuis 1991, a donné lundi à Mogadiscio sa première représentation en plus de 20 ans, a constaté un journaliste de l'AFP.
Des centaines de spectateurs, pour la plupart membres des autorités somaliennes de transition avaient pris place dans le théâtre, vaste bâtiment construit par la Chine, désormais en ruine et privé de toit par les combats et les bombardements qui ont visé Mogadiscio au cours des deux dernières décennies.

Somali refugees killed by Mogadishu mortars

About six people have been killed in Somalia after mortars landed on a refugee camp near the presidential palace in Mogadishu, officials say.
Two children were reportedly killed along with their parents |
A family of four were reportedly among those killed when a mortar landed on their shack - a girl of seven is said to be the only survivor.
The al-Qaeda-linked group controls many southern areas but is under attack on a number of fronts.
Ethiopia has sent troops from the west and Kenya from the south, while al-Shabab was forced out of Mogadishu last year.
"A father, mother and two of their children have all died after a mortar shell smashed into their hut, and another round killed two other civilians," witness Abdiwahid Mohamed told AFP.
Paddy Ankunda, a spokesman for the African Union force supporting the UN-backed government, told Reuters news agency that about six civilians had been killed but no mortars had landed in the presidential palace.
Although al-Shabab no longer controls any Mogadishu districts, it stages frequent attacks on the city.
Last week, five people were killed when a bomber blew himself up near the presidential palace.
The government only controls the capital but last week started its first advance beyond the city limits.
The country has been racked by fighting since its last effective national government was toppled 21 years ago.

Jets bombed a base run by Islamist al Shabaab rebels north of Somalia’s Kismayu port on Saturday, local residents and officials said, but it was not clear who carried out the raid or whether there were casualties.
Kenya sent troops into anarchic Somalia in October after cross-border raids and kidnappings that it blamed on al Shabaab, which has allied itself with al Qaeda, but regional security has not improved. Somali militants killed nine people in an attack in Kenya’s capital Nairobi last week.
A regional Somali military official said the jets were Kenyan. A Kenyan military spokesman in Nairobi could not confirm this, and neither could U.N. peacekeepers in Somalia.

Somaliland Did Not Surrender Sovereignty By Attending the London Conference

Somaliland is re-engaging with international diplomacy related to its neighbour, Somalia. Our country has received widespread praise for its contribution to the recent London Conference. This event represented an important milestone in Somaliland’s diplomacy.
We participated in the conference as an equal, and we laid out our views about how Somaliland can help build peace and stability in Somalia. We are very grateful to the British Government for convening the conference and for inviting us.
It was the first time that Somaliland had ever taken part in an international conference dealing with the future of Somalia. Prior to the conference, some of our people had expressed reservations about Somaliland’s participation, because they were afraid that our Government’s presence in London could be misinterpreted by our international partners as endorsing an eventual return to unity with Somalia.
I believe that our government decisively addressed this issue in our statement to the conference, in which we underlined our view that our declaration of independence in 1991 is definitive. Had we not attended, we would have missed an opportunity to share this view with 55 delegations, represented at very high level.
Given these sensitivities, President Silanyo consulted widely with Somaliland’s political and civil society leaders before deciding to accept the invitation to the Conference. It was important that there be a strong mandate from Somaliland’s two legislative bodies, the Council of Elders and the House of Representatives. In fact, these two bodies had to change our law in order for President Silanyo to attend. This process illustrates Somaliland’s democratic credentials and our culture of consultation. The overwhelming backing for participation in the conference is a mark of our people’s political maturity.
The conference also provided us an opportunity to lay out our ideas about how to bring peace and stability to Somalia. We believe that attempts to find a solution to the problem of Somalia based on the de jure boundaries of the state risk undermining the very stability which the international community is seeking.
Furthermore, focusing energy on the re-creation of a centralized state through a top-down approach ignores the realities on the ground, and the decentralized nature of Somali politics.
Somaliland offers a useful example in this regard, as several countries noted at the Conference. Somaliland built peace and democracy through an indigenous bottom-up approach, drawing on traditional conflict resolution methods. We believe that a similar approach is needed in Somalia, and we have offered to share our experience with our brothers and sisters in that country. We would of course be in an even stronger position to contribute to a stable and peaceful Somalia if we were recognised internationally.
The Final Communiqué issued from the Conference also recognised the need for the international community “to support any dialogue that Somaliland and the TFG or its replacement may agree to establish in order to clarify their future relations.” We believe that this clearly supports our vision of a dialogue between two separate entities, which treat each other as equals. It will, I hope, mark a starting point for constructive discussions about our relationship with Somalia, including an acceptance by the authorities in Mogadishu that our voluntary union failed long ago, and that the future stability of the region is best served by accepting Somaliland’s independence.
A number of bilateral meetings between President Silanyo and Ministers from other countries took place in the margins of the conference, all of which were conducted in a spirit of mutual respect and equality. These bilateral talks provided us with the opportunity to discuss concrete ways in which Somaliland can cooperate with other governments to our mutual advantage.
While in London, President Silanyo also attended the launch of the Somaliland Development Corporation at the British Houses of Parliament. The Corporation will facilitate international investment in Somaliland for the benefit of the Somaliland people, circumventing the present problem of non-recognition by providing a transparent, accountable and enforceable means by which international investors can participate in Somaliland ventures. Somaliland was honoured that Minister Henry Bellingham attended the event. The launch was also well-attended by members of Parliament from all major political parties in the UK.
All of this demonstrates that we did not surrender our sovereignty by attending the London Conference. On the contrary, we asserted and reaffirmed our status as a sovereign and responsible regional partner, and in the process garnered significant diplomatic, economic and political support. We will build on this so as to promote further the interests of our people.

Le montant global des rançons versées aux pirates somaliens s’est élevé à 135 millions de dollars en 2011, a indiqué un haut responsable du département d’Etat américain, tout en réaffirmant l'opposition des Etats-Unis au versement de rançons.
Les efforts menés contre la piraterie maritime au large de la Somalie enregistrent des progrès mais la lutte doit se poursuivre du fait surtout que ce délit lucratif rapporte aux pirates les fonds dont ils ont besoin pour se doter de dispositifs technologiques plus sophistiqués et terroriser les navires, a souligné le secrétaire d’Etat adjoint américain aux Affaires politiques et militaires, M. Andrew Shapiro, lors dune conférence tenue à Washington consacrée à ce sujet.
Selon les chiffres qu’il a encore fournis, lorsque des pirates somaliens s’emparent d’un navire commercial, la rançon moyenne est, actuellement, de 4 millions de dollars et atteint même la somme de 12 millions de dollars.
En conséquence de ces gains, «des investisseurs du milieu du crime organisé, attirés par les rançons, sont venus renforcer le pouvoir financier des pirates somaliens' », a-t-il affirmé.
Les Etats-Unis se sont toujours opposés au versement de rançons, et nous avons oeuvré avec diligence pour décourager cette pratique a-t-il insisté.

Les forces armées éthiopiennes ont mené jeudi 15 mars une attaque contre une base militaire érythréenne. Doit-on craindre un nouveau conflit ?
L.B : L’escalade de la violence est incontestable. L’Ethiopie a envoyé ses troupes détruire un camp d'entraînement d’un groupe rebelle, violant le territoire érythréen. De la part d’Addis Abeba, cela marque une volonté de taper du poing sur la table. C’est une déclaration de guerre que l’Ethiopie est sûre de remporter. En effet, le combat est inégal. D'une part la démographie est incomparable [plus de 80 millions d'habitants en Ethiopie et 5 millions en Erythrée ndlr], mais surtout l’Ethiopie a l’une des armées les plus puissantes d’Afrique de l’Est avec l’Angola. En 2002, elle comptait plus de 400 000 hommes. L’Ethiopie bénéficie en plus du soutien technique des Etats-Unis, qui ont fait du pays leur base arrière pour combattre les Shebab. L’Erythrée par comparaison est un tout petit pays, sous-équipé, avec une armée plus faible et surtout sans soutiens internationaux. C’est un pays très fermé, très isolé.
L'Érythrée a annoncé qu'elle ne riposterait pas à l'attaque éthiopienne. Comment peut-on interpréter cette réponse : volonté de pacification ou aveu de faiblesse ?
L.B : Etant donné le déséquilibre des forces, l’Erythrée sait qu’elle ne peut pas aller plus loin militairement. Contrairement à l'Ethiopie, plus solide économiquement, elle n’a pas les moyens de foncer dans la guerre et de se battre de manière frontale. Elle cherche d’abord à se victimiser. Ensuite, on peut imaginer qu’en sous-main elle continuera à soutenir les milices rebelles. Les autorités d’Asmara ne reconnaissent pas un terrorisme d’Etat, bien sûr, mais ont de plus en plus recours à des méthodes du type enlèvements [en janvier, cinq touristes européens ont été tués dans le nord de l’Ethiopie. Cette dernière a accusé l’Erythrée qui dément ndlr]. En soutenant le terrorisme, l’Erythrée s’est donnée une importance dans la sous-région. C’est son "avantage comparatif" par rapport à une armée de métier. Car cette démarche n’a aucune motivation religieuse. L’Erythrée est un pays laïc à dominante chrétienne qui soutient paradoxalement des milices islamistes.
Les Etats-Unis et la France ont appelé à de la retenue de la part des deux Etats. Quel doit être, selon vous, le rôle de la communauté internationale ?
L.B : La communauté internationale a déjà échoué sur la question des frontières. Même les Nations unies ont fini par déclarer forfait. Mais avec l’instabilité croissante dans la région, elle doit s’engager pour éviter une nouvelle guerre et imposer un cessez-le-feu. Il faut qu’elle neutralise l’Erythrée dans la sous-région. Et c’est urgent car il y a de plus en plus de foyers terroristes - Shebab, al-Qaïda, etc. - dans la région, et jusqu’en Afrique de l’Ouest. Alors il faut étreindre ou au moins circonscrire l’incendie dans la Corne de l’Afrique. La communauté internationale doit donc s’engager dans des projets de fond, des projets de développements, de scolarisation. La communauté internationale ne peut pas capituler.

Uganda will head a new four-nation military force to capture Joseph Kony, the fugitive warlord whose global profile has soared in recent days due to a celebrity-backed internet campaign to bring him to justice.
Announcing the creation of the regional military force on Friday, Ugandan defence minister Crispus Kiyonga said it had been conceived before the web campaign to hunt down Kony and the remnants of his Lord’s Resistance Army took off.
“We are creating a brigade of about 5,000 troops, with the commander provided by Uganda,” Kiyonga told reporters. The Democratic Republic of Congo, Central African Republic and South Sudan would take part in the force, he said.
